Deep into her fifth term in the state legislature – three in the state assembly and her second in the senate – Senator Skinner continues to be a champion of progressive legislation. A longtime proponent of social justice, she co-authored SB 81 this session to create more fairness and transparency by prohibiting parole commissioners from considering demographic information, like age, race, gender, and education level, in making determinations about an individual’s eligibility for release. Along with providing affirmative votes on many of the bills evaluated for Courage Score, Senator Skinner serves as the Chair of the Joint Legislative Budget Committee, and the Chair of the California Legislative Women’s Caucus, where she has played a critical role in presenting budget proposals, making determinations about state program funding levels, and bringing more visibility to issues impacting women and families. Through coalition building, advocacy, and collaborative leadership, she remains an effective defender of constituents who have been disproportionately impacted by social and economic disparity.
